Naturally, the issue for Villa is that of PSR. Although the finances are mostly in order, the larger issue is that of getting the wage bill below the threshold that it needs to be at. Because of this, Garnacho would need to take a pay cut in order to come to Villa.

Without knowing the other EPL sides that are interested, it appears that Garnacho has a choice. He can go somewhere and get paid, risking being an outcast that the team is looking to get rid of after a couple of bad performances, or join Emery's men.
At Villa, he, like everyone else, will be appreciated for what they can do and positioned to showcase their skill levels and achieve something incredible at the club. If that is what a decision comes to, that alone should be worth it for Garnacho to join Villa.
